Stop butchering your blade with that steel rod and start using a strop. You'll have better control of your angles because the piece lays flat on a surface, allowing you control the knife with two hands.
Simply draw the knife backwards (never push forward) against the leather and refine your edge.
Strops make a sharp knife even sharper, but a dull knife is best worked on a stone.
